About the role

The work of an Independent Governor is central to Eastleigh College’s success through setting the strategic direction and in driving up quality, achievement, and participation. Governors, whether as a Corporation, in Committees, or in their links with College activities, must ensure they allot sufficient time to this work and undertake it with rigour, acting as a critical friend to the senior management team.

Although the role of the Board of Governors can be summed up as exercising “oversight” of a college and its business, the term should not be taken to imply a passive or merely symbolic role. The Board is accountable for the College’s financial solvency, its management, and the quality of the service it provides. The Board is also accountable for the proper use of the public funds entrusted to it.

There is an important distinction to be drawn between these responsibilities and the day-to-day management, which is the job of the Chief Executive & Principal. The Board of Governors establishes and maintains the framework within which the College functions. The Chief Executive & Principal is personally accountable to the Board for the effective executive management of the College within that framework.

Sound governance requires more than ensuring that the books are balanced and that the Chief Executive & Principal is getting on with the business of running the College within the parameters established by the Governors. Colleges must be able to respond to changes in direction of government policy and anticipate changing needs in their client group. Our Board of Governors must be actively involved in reviewing the role of the Eastleigh College and in planning and managing change. This activity, which is broadly referred to as strategic planning, is crucial to the long-term health and success of the College. The strategic direction of the College’s development should inform the decisions of the Board in exercising its powers and undertaking the specific duties summarised below:

  • determining the educational character and mission of Eastleigh College,
  • overseeing its activities,
  • the effective and efficient use of resources,
  • the solvency of the institution and the Board and safeguarding their assets,
  • the appointment, grading, suspension, dismissal, and determination of pay and conditions of service of holders of senior posts,
  • setting the framework for the pay and conditions of service of all other staff.

The College seeks to engage Independent Governors with a passion for vocational education and a drive for ambition to build on the continued success for the benefit of their students, their staff and the local community. This should be underpinned with a track record of strong strategic leadership one of the following areas of expertise:

  • Finance and/or audit,
  • Post-16 education,
  • Governance,
  • Curriculum development,
  • Digital transformation,
  • Organisational development and/or HR.
