Job Description

Reach Volunteering are working with Focus Birmingham in the recruitment of a new HR Trustee to join their board. Focus Birmingham is a specialist charity providing expert support, advice and information to anyone in the Birmingham area affected by sight loss or other disabilities. And because sight loss and disability affects family, friends and carers, we will work with them too.  Uncompromising: We believe everyone deserves the chance to live a safe, happy and productive life. Focus Birmingham is a Registered Charity and a Company Limited by Guarantee. Trustees, who are also Company Directors, are responsible for the overall governance and strategic direction of the charity. They also have independent control over, and legal responsibility for, the charity’s management and administration.  We are looking for a Trustee with HR expertise with extensive experience and knowledge of equality and diversity issues.  We are particularly keen to achieve a more diverse Board of Trustees and we welcome applications from all sections of the community. 

Role Summary

  • Committed to ensuring highest standards of governance in policies and practice related to employee relations, recruitment, retention, reward and recognition as well as staff and Trustee development.
  • Assessing risks and measuring the impact of HR interventions in the light of changing legal requirements and best practice.
  • Implementing company policies and practices in the context of furthering charitable objectives and evaluating how they impact beneficiaries and staff.
  • Ensuring long-term strategic oversight of the organisation’s personnel and staffing requirements in relation to the overarching goals of the charity.

Main Responsibilities

  • To ensure the charity is carrying out its purposes for the public benefit
  • To comply with the charity’s governing document and the law
  • To act in the charity’s best interests
  • To manage the charity’s resources responsibly
  • To ensure the charity is accountable
  • To act with reasonable care and skill
  • To develop and promote best practice in terms of governance.
  • Promote effective relationships and communications between the non-executive Board of Trustees and members of the Executive Team
  • To ensure that appropriate objectives are established for the Chief Executive and to monitor performance against those objectives

Main Duties

  • To ensure that HR activities and interventions are linked to the company’s charitable objectives and complement the company culture
  • To ensure that the charity complies with legislative and regulatory requirements and acts in accordance with its governing document
  • To safeguard and promote the values and mission of the charity
  • To determine the overall direction and development of the charity through clear strategic planning and business planning.
  • To uphold the fiduciary duty invested in the position, undertaking such duties in a way that adds to public confidence and trust in the charity
  • To promote and develop the charity in order for it to grow and to maintain its public benefit
  • To maintain sound financial management of the charity’s resources, ensuring expenditure is in line with the organisation’s objects, that investment activities meet accepted standards and that effective internal controls and risk management procedures are in place
  • To ensure that a fully effective and appropriate system is in place for the recruitment, appointment and monitoring of the work and activities of the Chief Executive and where applicable other members of the senior management team
  • To ensure the effective and efficient administration of the charity and its resources, striving for best practice in good governance
  • To abide by all relevant Focus Birmingham policies and procedures

Person Specification

  • The HR trustee will be CIPD qualified – ideally a Chartered Fellow or Member of the  CIPD as the professional requirements for this are tested strategic experience and assumes at least 5 years in the profession
  • Willingness to act in the best interest of the charity while adhering the Nolan principles of public life, legal duties, responsibilities and liabilities of trusteeship
  • Sound, independent judgement and ability to think creatively
  • Working effectively as a team member and demonstrating a willingness to learn and develop
  • A commitment to the aims and objectives of Focus Birmingham and to promoting the interests of people with visual impairment or disability
  • A willingness to devote the necessary time and effort
  • Strategic vision and a willingness to speak their mind
  • To successfully meet the requirements around the ‘Fit & Proper Persons Test’ and the ‘Duty of Candour’ as set out by the Care Quality Commission

Time Commitment

The Board meets at least four times a year at the organisation’s premises Focus Birmingham, 48 Woodville Road, Harborne, Birmingham, B17 9AT and sub-committee meetings which also take place four times year which you will be requested to attend.  There is also a requirement to attend meetings at Harborne and to attend other engagements and events as a representative of the charity. You will also need to be available throughout your Trusteeship to assist the organisation and advise on any HR related issues.
